Text Box: Understanding an Elevation Certificate
An Elevation Survey is performed by a licensed surveyor using established RMs (Reference Marks) identified on the FIRM (Flood Insurance Rate Map) issued by FEMA (Federal Emergency Management Agency). The surveyor runs a level loop from the RM to the structure in order to obtain the measurements to formulate the exact elevations regarding that particular structure. Cost variations are often due to the lack of available benchmarks.
The document that the licensed surveyor prepares and signs, using the conclusive information from the Elevation Survey, is a completed 81-31 FEMA form, otherwise known as the Elevation Certificate.
The importance of an Elevation Certificate (to a structure in a Special Flood Hazard Area) is accuracy, particularly the accuracy of the elevation of the underlying structure. Often a Mortgage Report or a Mortgage Survey is mistaken for an Elevation Certificate. However, the difference between the two is easily identified by their purpose and authenticity, and is as follows:
1. The purpose of a Mortgage Survey or a Mortgage Report is to identify the outline of the parcel and where the structure sits on the parcel, as well as to provide assurance to the title insurance company that the structure is placed on the lot as referred to in the loan documents.
2. The purpose of an Elevation Certificate is to identify the exact elevations of a structure, as compared to the recorded BFE (Base Flood Elevation). This data is essential to insurers, in order to apply the appropriate amount of risk, which is reflected in the annual flood insurance premium.
Most communities within the NFIP (National Flood Insurance Program), governed by FEMA ( Federal Emergency Management Agency), already have an established BFE (Base Flood Elevation). This is then compared to the elevations of the structure on an Elevation Certificate, in order to determine the accurate risk that should be associated and reflected in the annual flood insurance premium required to pay.
